Question Is my ryzen 3 3100 bottlenecking my rx6700 xt?

I just bought a new sapphire rx 6700 xt and installed it in an existing system with r3 3100. Today the first game i tested was rdr2. I set everything to ultra with 1080p 144hz and noticed i was getting nearly 50 to 55, even 45 in deep woods. I then checked benchmark videos on yt and everyone is getting 60 fps plus even in 1440p. I monitored my cpu usage and it was around 50 to 60 percent. What am I doing wrong here please help anyone. My motherboard is asrock b450 steel legend with 16 gb ram.
 
What was the old card?
Did you run DDU when adding the new card?
Are you sure your ram is running at its rated speed? You can check in the bios.

Also your cpu is less that what it should be to get full performance of the card, but that doesn't mean you wouldn't have an increase of fps

I bought new card, and i installed fresh windows before it, my ram is working in 3200 mhz. Btw my power supply is of 650 watt. Is the card not getting enough power?

RDR2 is pretty CPU heavy, so I would not be surprised if that 3100 is holding you back. RDR2 doesn't utilize more than 4 cores, and the 3100 suffers a bit, due to it's higher latency, compared to say an R3 3300. If there is a bios update available, I would recommend upgrading to an R5 5600 non X, unless the 5600x is within like $10, and definitely get a higher quality PSU.
