i am planning to get one, my cpu runs at a base 3.7 ghz, how high can it boost it?

How high you can overclock a processor is mainly determined by your luck in getting a well binned chip.
This also assumes that you have a K suffix overclockable processor.
I can say that my Asrock Z370M pro4 seems to do ok in the overclocking department.
