YES, that PSU is very good. High-end power supply unit. No issues using that MODEL. There is slight difference, but the 11 series are based on a NEW platform, imo.

By the way will it work with 1060 i5-9400f and b365m motherboard?all the connectors/pins will fit?

YES. I don't think you should be facing any issue using this PSU on that system of yours.

there are several power supply quality lists, one was on toms for a time but was not maintained, I think one of the helpers was making a third PSU list, but have not heard about that for sometime.
tier 1 is the best, tier 4 and higher are to be avoided like a dumpster fire in a refinery.
depending on which list you are using and which sources they use to compile the list, the tiers vary from list to list.
more a guidepost or lane markers than anything else.

they are decent resources but people swear by one list or another.

The TIER List also keeps on changing. They are mostly just for reference, just to give some idea about the Hierarchy List.
