Question Is this safe to use as a cleaner to get thermal paste off my CPU?

I recently just got an AIO liquid cooled to replace my Hyper T2, and I have to remove the old thermal paste. I found this bottle in my bathroom cupboard labelled "Rubbing Alcohol Compound" so I'm not entirely sure if it's like rubbing alcohol and safe to use on my CPU. Here's some pictures of the bottle and it's ingredients.

Do you guys think this would be safe to use?

Everything I can see in a quick google search says rubbing alcohol is ok but needs to be 99% IPA. Where as most your rubbing alcohol is 70-75% IPA. But yes if you can find the 99% stuff it will work. Also remembering to use a micro fiber or something that won’t leave any lint or fibers

Yes. Just dab it into a a cotton ball. Should be enough


Edit: I'm not sure but doesn't it lose it's effectiveness after 6 months to a year?

Edit part 2, the sequel: No it work expire but the plastic container will degrade over time. Eventually will have to throw it away or store it in glass container.

Like KeyMB said, use a 99% IPA solution, 70-75% is simply not enough. Otherwise buy some of Arctic's removal solution if you are going to buy it from online, they give you 2 bottles (Primer and remover) and a great cloth.

EDIT: And the solutions smell like lemon!
