Technically yes, in very rare circumstances, and even more rarely, in a circumstance where it actually matters. In cases like downloading games, the connection on the other end will likely limit your download speeds before a hard drive does.

Typical sustained write speeds for spindle HDD is between 130-200MB/s... but let's call it an even 150MB/s, which translates to about 1.2 Gbits/s.

Unless you already have multi-gigabit internet AND local networking (Multi-gig-capable router, switch, NICs, etc.), HDD transfer speeds shouldn't matter when downloading.
