Lag when using dual monitors even though I have two different cards

I have a gtx 970 running my AOC 144 hz monitor and my onboard graphics running my other ViewSonic VG248 or something like that. When I play Star Wars Battlefront my frames are lowered if I have google chrome and a runescape bot running on my second monitor. ?!?!?

You are using system resources for these programs. They dont magically just work. That's why you have a lower frame rate.

Strange, it goes up to 75% when I go into my second monitor and when I go back into the game it drops down to 60%, must be because of hte prioritization - I should also change that.

Well, it's not dipping to 40 fps like it did before so I think we're good . It's an i7 4790k btw that's why I am so worried, it should be able to handle chrome with a game and it does.

If my cpu usage isn't maxed then my fps shouldn't be lowered..right?

Not right. The more the CPU is stressed the harder it will be for it to do any work.
