Question Locked on 60FPS regardless of settings, need help to configure CMOS

I am hard locked on FPS at 60 regardless if I'm on ultra settings or low. I tried easier fixes I found online to up FPS, but nothing will work. I talked to a friend about my problem and he said I should probably change the CMOS. Something about I need to go in and tell everything how to run with each other, but have no clue where to start. I just built this PC and have no knowledge on overclocking or changing things in BIOS at all.

I know I need a new CPU cooler so any recommendations for that are appreciated as well.

What Monitor do you have?
What Graphics card do you have?
Is Vsync off or on?

Monitor is VIOTEK GNV32DB. I would have included it in the parts link, but it wasn't an option that I saw. Graphics card is RX 5700XT. Vsync is off. I changed the windows power settings in a futile attempt to fix it, but still nothing.
