Is it normally such a low CPU usage, I have Windows 7 Professional 64 bit.

Even how to turn Virtual PC software from Adobe is still low CPU usage. Most of them have 0% CPU usage

In windows 7 the file search indexing service starts by default, it uses around 10-15% (at least for me).

Quite a waste considering it doesn't even seem to make searches much faster. I disabled it in services.msc and my idle usage went right down to 0-1%.

If you run Windows 7, try disabling the windows search indexing service, at least I think that's what they call it.

You can use services.msc to disable the service from startup, I forget what the service is called, but is something like "windows file search indexing service", Google it and you should find the right one to disable.
