Question Low FPS despite low CPU and GPU usage

I just upgraded from a RTX 3050 to a RTX 4060 and I had no increase in FPS on the game Dyson Sphere Program at 1440p. My gpu usage on the 3050 was always at 100% and I was getting around 28 FPS and now with the 4060 gpu usage is down to about 65-70% but there's no increase in FPS. CPU Usage is hanging around 40-50% with both GPU's.

The motherboard BIOS is 8 versions behind. You have to update.
