Question Low fps on RTX2070?

So my brother has this PC:

• MSI B450 Tomahawk MAX
• Ryzen 3700X (with stock cooler)
• G.SKILL Aegis 16GB (2x8GB) DDR4 3200MHz
• MSI RTX2070 Gaming Z
• 2x3TB Toshiba P300, 1TB Seagate Barracuda, Adata 128GB SSD (games are separately installed on one 3TB drive)
• Be Quiet Pure Power 10 400W (BN272)
• Freshly installed Win10 Pro
• A 1080p monitor (Displayport - DVI adapter)

He has the following issue:
In many games he is not getting a comfortable amount of fps, for example in GTA V he only gets around 36-38 fps (screenshot here), and this is not even on ultra settings. In Rocket League he does not ever have 250fps (maximum in the game), and this is on Unreal Engine 3 on 1080p and not even on the highest settings as well. My way weaker system with 8600k + 1660Ti gets 100fps+ on GTA V with the same settings, and stable 250fps in Rocket League.
Now the strange part is the CPU and GPU usage. CPU usage is always between 40-60%, while GPU usage is 30% maximum. Temps are perfectly fine.

This system should not have much problem hitting 50-60 fps on 1440p medium-high settings, that’s why I’m really confused and asking for some help.

What could be the root cause of his issue?
Any advice is greatly appreciated!

I have a Blitzwolf Smart Socket plug, which can monitor power consumption. While gaming the max load was around 260W based on the application. Isn't it alright with a 400W PSU?
