Question Mad Stutter on mid tier pc

Hey guys, ive tried so many things to fix this but nothing is yet to work, I built my pc a few months ago and have been dealing with stuttering since the start despite the pc being easily capable of handling it, and also usage never gets very high at all.
if anyone has any suggestions that would be greatly appreciated.
