I've seen long ago a site which describes how
to create CD which is a boot for operating system.
I can't recall the URL address.

More precisely,
I would like to make
two boot CDs: one for DOS6.22 and the second
for WIN98. Can somebody give me URLs ?

No need for any explanations. The burning software VOB
takes care; the menue for boot CDs in VOB software
was hidden and the poor documentation didn't
help me much.

You'll have to start out with a floppy image. .img files are usually use, or .ima.
Nero will burn a boot cd with the image file, or just stick in a floppy when it asks. It will 'Emulate' a 1.44meg drive, and load the drivers.

I'm not sure why you're using dos 6.22. Granted, win98/me is just a dos shell, but you can set win98 to boot just like dos 6.22. You have to hit the F8 key everytime you boot, and do a step by step (or setup a config.sys menu). I've gotten 609k free, with mouse, cdrom, soundblaster drivers.

Last time I looked, Qemm liked dos more than win98 though......
