Question microstuttering in fullscreen bdo when running other programs in the background

Hey guys, as in the title... im looking for someone to help me fix the micro stutters that im getting while playing Black Desert Online in fullscreen (especially when moving and turning camera around). It happens when i have like Chrome with youtube or my OBS on in the background or some other softwares/other games running at the same time. The moment i turn them off and go back into fullscreen the stutter is gone... Also looks like discord or internet explorer isnt causing this problem either. The point is that for bdo the more fps you've have the animations are shorter so i cant play capped if i want to be relevant in pvp however that sounds for you :p so I can't play on capped fps. Ive asked many peoples for help but nobody knew how to help me... and looked through a lot of posts with simillar problems there and on other forums... So basically i got a new pc few days ago, for the first two-three days it was working just fine. So anyways, the problem seem to start when i turned off memory compression in windows powershell. (Turning it back on doesnt change anything, tried that countless times and restarted my pc.) Other thing i thought that has worked was task schedule with the EmptyStandbyList.exe but that doesnt help either. It doesnt look like my ram or gpu/cpu is running on full power or anything as you can see on this clip: (example of how this stutters look in game, its hard to spot since its a 60fps clip and not with actual in game fps, and really it doesnt matter what in game settings im using it happens anyways)

first part of the clip is with these stutters and then without... It doesnt look too bad but I literally feel like i'd play with half of my actual mouse dpi/sensivity and no changing dpi doesnt help either, its unplayable... I also changed some stuff in nvidia control panel but only for bdo as on the screenshots below. I had to turn off V-Sync for bdo because without it, it doesn't let me uncap my fps and im stuck at 60fps (yes ik bdo is poorly optimised).

I have tried all these things as well, nothing helps. I have between 150-200 fps when grinding, but micro stutters occur every 20 or so seconds.
I also tried undervolting, underclocking and overclocking both CPU and GPU.
