Question Minecraft capped at 60 no matter what I try.

Hi, my Minecraft client has been capped to 60 for almost a month now, I've tried everything to fix it and it includes:

• Checking if VSync is on.
• Checking Nvidia settings' VSync.
• Reinstalling GPU driver (Clean install) (latest driver available for my GPU).
• Reinstalled Minecraft and deleted everything in .minecraft and related places.
• Vanilla, optifine and forge are all are capped at 60.
• Disabled basically all applications that launches at startup (except for a couple of necessary ones).

Notes:

• I am on a laptop.
• I am on Windows 10 Build 1903 (Has been happening even on build 1809).
• FPS is only capped at 60 when in fullscreen mode.
• FPS is only capped when using Nvidia GPU, Intel's integrated graphics is not capped.
• Other games are not affected whatsoever.

Quick scroll in the task manager. If any app in there is known to cap fps please let me know.

I think Minecraft has a setting for max FPS. Make sure that's not the problem.

Yeah, its on unlimted. And no this isn't happening in any other game
