Question Mobo flashes once and turns off. Only the RAM is coming on

Hello everyone!

So, I've been trying to build my first PC for almost two months and after a failed attempt to get one to work due to my Mobo B450 not updating properly with my Ryzen 3700x, I decided to take my old Mobo back and get the x570. Everything seemed to be going fine when I first did a trial run with just the CPU, VGA and RAM being connected but once I added the fans, cpu cooler, etc...thats when I got the quick red flash of the Mobo and the RAM being the only thing turning on. Below is a video of whats happening.

Hi, If leaving only CPU and CPU cooler installed, do the fans spin?
