Monitor does not come on

I am putting together a computer out of spare parts. I installed the MB, all the connectors, set all the jumpers, etc...including the video card (CLabs Riva TNT video card) but when I turn the computer on, the monitor remains in sleep mode (light next to the "on" button remains orange instead of green).

What could be wrong? I have tried 3 other video cards with the same result.

do you know the monitor works...like tried it on a comp you know works?
