Question Motherboard won't boot to bios until I reset CMOS.

My mobo is a asrock h61-m vs3 DDR3 mobo and won't bootup to the bios until I remove CMOS battery and pop it back in(sometimes even reset it using the jumper on the mobo). Also sometimes won't boot until both keyboard and mouse is plugged in.

Seems like this occurs only when power is completely shutoff(disconnected socket).

Bought this mobo used and seems like it was purchased in 2013.

I have tried replacing the CMOS battery.

Yea done already. Forgot to mention, but does this type of problem occur usually?
