Question Motherboard wont reconize my 1060 GTX

Please I need help I have tried now for over 5 hours and don't know what to do anymore.

So I'm trying to install a Pc and my gtx 1060 will just not be recognized.

So first of all the Card function in my other pc and also when I plug in a 2080 S in the motherboard it functions without the problem. So the Slots function and the Card function.

I also updated my Bio and tried all those tricks I could find with the device manager

And I tried to update the Nvidia driver but this won't work because they don't recognize my card.

Because it's not even showing in Task manager not even in hidden.

I would gladly appreciate every piece of advice or tip.
Because like I said before it doesn't make any sense to me my card works fine my motherboard lost work fine but those two together are nothing.

I reply don't want to spent tomorrow again 5 hours on it

So for the new build, I'm using:
-a biostart h81mhv3 motherboard
-Intel I3 something don't know the exact version
-4GB of ram
-and an inwin b65e power supli 650 watt
-and a gtx 1060 from Inno3d

(i will power it later on so I can give the exact specs)

In my other Pc where the card works without a problem I have:

-MPG X570 GAMING EDGE WIFI (MS-7C37)
-AMD Ryzen 9 3900X 12-Core Processor, 3800 MHz, 12 Kern(e), 24 logische(r) Prozessor(en)
-16gb of ram from Crossair
-an 2080 Super von Evga
- 750 Watt power supply from Crossair
