If you "reinstalled" Windows 10 from inside Windows 10, it's called a "reset". I'm curious how you know "the keyboard/mouse drivers were deleted". Regardless of what drivers were deleted, when Windows boots, it should load the mouse and keyboard drivers if they are connected. Does the keyboard and/or mouse work outside of windows? If so, can you boot into Safe Mode? I have never had a good experience with a reset, best to do a clean install
