Mouse Corrupt R9 280 Dual-X

Hi, For 2 mounts I have this problem on my video card like this video: https://www.youtube.com/watch?v=NgX8N9g7R7Q
How i Can fix this?What is the problem?
My PC is: CPU Intel Core i5 3340
RAM:8GB
Video: Sapphire Radeon R9 280 Dual-X
PSU: Cooler Master 650W
OS: Windows 10 15063.632
I try different drivers and now i use the latest 17.9.3 and i have the same problem.
OR This is Card artefacts and my video card is gone (cry).

If that is the only time you see those issues, I doubt it's the video card. Does it run games OK?

Yes, If i play games, i didn't have this problem (only tearing, but if i use v-sync i don't have tearing problem. I see that if i remove the driver i don't have this problem.

Hi Guys, After 5 Days i will find the solution on my problem and mouse cursor works perfectly. I read , that this is the software bug on some AMD videocards. This works on perfectly on Windows 10 64bit:
