Question MSi afterburner always change GPU clock

Hi ,
Is normal for MSI afterburner changing GPU core clock always in every fresh installation of windows .... ?
I had the clock already at 2669mhz , 2679mhz and now 2674mhz .
I have a MSI RX 6600 XT MECH 2X 8G OC
 
Your gpu cann Boost: Up to 2602 MHz / Game: Up to 2413 MHz but could be that MSI reading abit wrong or correct and maybe its little tiny tiny bit extra boost. Do not think there anything to worry about not unless you have really really high temps and computer overheating

From my understanding, the clock speeds specified in GPU specifications do not always represent the maximum clock speeds the GPU can achieve. However, what perplexes me is why MSI Afterburner consistently reports varying clock speeds for the same GPU across different Windows installations.
