Question MSI X299 Sli Plus doesn't POST after PCH repair ?

Greetings, I don't have high hopes for this board, but maybe someone more experienced could point me in some direction. I have an MSI X299 Sli Plus board, had it for many years, a few years ago a MOLEX connector had a pin fall out, and while trying to reconnect it (with a PC powered on, very wise move), the other pin apparently fell out too and I somehow shorted the 12v and 5v rails. The PC turned off and never reacted to anything since.

About a year ago I decided to get the board diagnosed to see if it can be revived, one shop said that it's most probably a dead PCH. I bought a replacement X299 chipset of Aliexpress (no clue if it works), the guys soldered it on, still wouldn't work. Guy who soldered the PCH said that the short, that was present before, was gone, so something changed at least, the MB starts when I press the "start" button on the board, but still doesn't boot. Specifically, it shows "00" on the POST display, and two LEDs are lit near the EZ Debug area: S/K LED is red (which means CPU supports 4 channel memory) and CPU LED is white (which probably suggests that there's an "issue" with CPU).

What I have tried:
  • checking the MB with a different working CPU - same result, board does not POST;
  • switching the BIOS to the second one (board supports two BIOSes);
  • flashing new BIOS via BIOS Flashback function;
  • checking the pins on the socket and cleaning the CPU pads with alcohol;
What I haven't tried:
  • putting the CPU in a working MB. Actually, I asked the guy who soldered the PCH to check it, and he had checked the CPU on some board of his, he said the system doesn't boot with my possibly faulty CPU. But that doesn't really matter, because I tried my MB with a working CPU and still no dice;
  • doing a BIOS dump and checking it out, maybe flashing a BIOS directly onto a chip. I don't know pretty much anything about BIOS manipulations with a programmer tool, but I read in comments of board repair videos, that sometime Intel ME creates issues after replacing PCH, and it can be fixed by cleaning the ME section in BIOS;
I mostly want to know the opinion of someone with better knowledge of boot sequences and POST, because it seems weird to me that the POST display shows 00. If the fault was on a CPU stage, shouldn't there be a CPU-related POST code showing up? Like 58, 59, 5A maybe?

And I understand, that this board has very slim chances of working, and repairing it properly would be either impossible, or would cost the same as buying a used working X299 board, but I just wanted to try everything that can be done for free before selling it off for parts. Any ideas are appreciated. Thanks.
 
which working CPU did you try?

reset the BIOS by jumper
replace the cmos battery
I had a 7800X, and I tried it at a local shop with another 7800X. They were selling it as a working chip, but I have no proof that it actually works.
Wouldn't resetting the BIOS with a jumper be equivalent to flashing a new BIOS?
CMOS battery is at 2.85 volts, seems to have juice left in it. I'll try replacing it.
 
Okay, so I tried replacing the CMOS battery as it was below desired 3 volts, sadly it didn't yield any good results. And also, I tried resetting the BIOS with a jumper, but that didn't work either.
