Question My bios wont update

I updated my bios once before but im facing major problems with booting so i tried reupdating bios or downgrading and it doesnt work either straight running file on windows or booting it from USB , it goes straight to windows after confirming a restart to start updating bios

A29 is latest Version. No further BIOS version is released. and once update you cannot go back to older version
And re-flashing the same BIOS dont do anything.

Damn ! then whats causing my pc to not turn on unless i switch ram sticks around or drain it from power then turning it on ?
