Question my fps is dropping and my core clock is not utilized fully

hi,
my setup
i5 13600kf
rx 7800xt
2x8 gb ddr4 3200 corsair vengeance cl16
asus tuf gaming B660M-plus matx
seasonic gold 650w
pny 1tb m2 ssd

so here is my problem my fps drops from like 360 to 240 while my core clock is set on afterburner to 2650mhz and its being used at around 1500-2100mhz and gpu utilization is 70_80% and on gpuz watts being used is about 140w but it does spike to 280w and when watts spike up so does my fps to 360, gpu utilization to 100%, and core clock to 2650mhz
. gpu is cool at around 50C and hotspot max 74C
my ram is using about 75% memory is at 60C while on the game, my cpu about 50% and 55C
any and all information and comments are appreciated

So do you think i need more powerfull psu? Or is there a fix around it

try hwinfo, if something pos up like throttling
