I just bought a 2060 and on my second monitor (60 Hz) when I put my applications in full screen it causes stuttering/ screen tearing. I can’t find a solution online but I believe it’s due to the GPU’s FPS being higher than the maximum Hz of my monitor. If there a way I can cap it? Or any other fix?

VSync would allow you to cap/sync your FPS with the refresh rate - it would at least help rule in/rule out.

What kind of framerate are you seeing? If it's crazy high (say 200+ on a 60Hz panel), first thoughts would be the crank up the in-game settings....

If finding this issue with apps like Netflix where I can’t cap FPS. I’ve been in the nvidea control panel and turned on vsync however there was no change. I play most of my games in windowed full screen on my 144hz monitor so I don’t have an issue there. My second monitor (60 hz) is one I use for Netflix and YouTube etc.
