sorry for my bad english it is not my native language

so i have a have a problem,
a friend of mine bought a rtx 2080 and got really got frames with his setup(amd ryzen 7 2700 16gb ram rtx 2080) so i bought a slighty newer card the rtx 2080 super thinking i could get a bit higher frames for entertainment purposes but i dont (my pc amd ryzen 7 1700 24gb ram 2080 super) on the games my friend gets around 160fps on max settings i get 60 on max settings (mostly rainbow six siege) and my gpu is running way hotter than his.

  1. is there any chance my cpu is bottlenecking my gpu? if so should i upgrade to a amd ryzen 7 1700x or maybe to a amd ryzen 7 2700x ( i want to stay with amd for streaming and money)
  2. is there any chance my power supply is good enough (600w) and i need to upgrade that?
  3. is there any chance my gpu might be broken and need to be send back?
  4. is it maybe my airflow in my pc? i have a sharkoon vg5-w with 1 outlet and 2 intake
 
Solution
2 identical ram modules (ram kit of 2 modules) are required to activate dual channel mode.
Single ram module runs in single channel mode.

So no, single 16GB module will not run any better.
And yes - 2 ram modules (identical) are necessary.

and exact on what it is not using it full potential?
full system spec? include make and model of the psu
cpu/gpu temp during load.
when im running a game (1080p) both my cpu and gpu are never hitting 100% load my cpu is more in the 90% and gpu is more in the 30%. with temps below the 40degrees (celcius) while gaming
my full system specs:
amd ryzen 7 1700 3.4ghz stock cooler.
b350m pc mate pro motherboard.
24gb of ballistix ram.
nvidia 2080 super.
cooler master masterwatt 600lite 80plus white powersupply.
boot drive is a 120gb kingston ssd (dont know the specifics of this).
game drive is a 2tb toshiba (dont know the specifics either)

what game?
fresh os install for the build?
24gb ram? mixing ram? that a possible issue.
how full is the ssd?
where the game from?
the game is rainbow six siege.
how do you mean fresh os install? i do have all the latest drivers and updates.
yea it is mixed ram but same speed and same brand.
ssd is not full i have about 60gb of free space still on it.
i launch the game from steam but steam launches uplay and starts the game there

16GB+8GB will run in single channel mode (or flex mode, if supported). This reduces ram performance.
Your friend is most likely running in dual channel mode.

Ryzen cpus are very sensitive to ram config.
so if i only use my 16GB ram stick will it be better? or do i really need like 2 RAM sticks for my cpu
