[SOLVED] My PC Freezes But my CPU and Memory is only 30%

Hey everyone, my PC has randomly started acting up for no reason, It will freeze so bad after a startup that I can barely move my mouse , after about 5 or so minutes, my screen goes black for about a seconds, then my desktop reloads itself and all its icons, and then it goes back to being 100%.its as if everything resets and goes back to normal.

I have tried everything I can think of and so far nothing has worked. My computer Reads that I have 8gb of RAM and its using it perfectly fine. I have no Idea what is wrong.

I thought this might be some sort of virus thats going around undetected.

Oh and when I launch a game after restarting my PC it will freeze at first with that annoying sound you hear just before a blue screen, and then it will work perfectly fine , and i can run any game from there onwards with no problem.
