[SOLVED] My pc stutters non-stop and I can't fix it

So I've moved my pc from another place (desktop), when i plugged it I realized that my mouse's movements we're bugging at times where it would freeze then teleport higher. I thought it was the mouse that was broken or something, but after some testing's and tried I realized it's my whole pc that was bugging like that. When sounds are playing they also stutter in my headset, so does my keyboard and so does my mic. I checked my CPU % and realized it was way higher than it should be doing very basic things. I thought that it was probably a overheating CPU problem so I went to check the thermal paste since it's been a while since it got even checked. I removed my old-ass intel fan and the thermal paste was dry as hell. I changed it completely, did a nice circle to fit the CPU and put it back up. It's still happening and I have no idea what causes that to happen. In the bios settings the CPU temp is good around 70 degrees Celsius after resetting my pc. Someone help or has ever experienced that.

Specs:
i5-4460 (cpu)
H81M-E (mobo)
RTX 2060 Super (gpu, don't mind the randomness I'm building a new one in like 2 days, I still need this pc cuz im selling it)
Intel E97379-001 (cpu fan)

70c whilst in Bios doing practically nothing? Is not good.

Need to check temps and clock speeds while doing something that works the cpu. Monitor with Coretemp.

Most likely heatsink wasn't on properly and shifted during the move. Did you clean the old paste off before applying new? Small pea drop in the middle and re-chech heatsink tension.

Honestly putting this cpu fan is a struggle, the back of the case doesnt even open on the back of ther mobo so pushing the fan hard is a bit scary, yes I cleaned the old thermal paste with isopropanol and cotton swabs. The most likely problem is that the fan is too far from the cpu. Do I need to push it more?

Yes I did do that, pushed the cpu cooler and locked it in the place. I even removed it to see if it was spreading and it wasn't, only the tip was kinda touching. I thought that It needed to be applied manually so I cleaned with isopropanol a circular surface and pushed the pea to make a perfect circle
