Question Mysterious PC boot issues

One day I woke up and my computer simply wouldn’t boot. I got into BIOS and noticed it wasn’t recognizing my HDD anymore (my only storage device). I assumed it had corrupted/died and upgraded to an internal M.2 SSD and got it successfully installed (and my BIOS recognizes it).

I then got a USB stick I have with Windows media creation tool on it (for Windows 10), and began installation of a fresh windows install on the SSD. This was going great until it randomly froze about 2 minutes or so into the installation. I know it froze completely because there was no response from my keyboard caps lock light. No amount of retries have solved this issue.

I decided to try and install again using a different usb stick and a different usb port, with a fresh install of windows 10. Whatever is wrong with it seems to be “actively changing” for lack of a better term; now it won’t even get past the boot screen. It just shows my motherboard logo on the boot screen, and the instructions for entering BIOS. It never even makes it to the dots that rotate on screen (it used to). I replugged the HDD in and the little white light, whatever it means, seems to be working away as it idles on boot. Interestingly enough, the caps lock light is fully responsive; indicating not frozen.

It won’t even enter BIOS when I press F2/DEL; It sits on the boot screen and after awhile just crashes to the “American Megatrends” screen of death where I push F1 to enter BIOS. This is the only way I can get to BIOS now.

I have a couple computer minded friends; they said it seems like either an issue with the motherboard or ram. How could I even begin to diagnose them when I can’t get past BIOS? Why is BIOS detecting everything correctly? It can detect my usb, my SSD, my keyboard and mouse, there’s seemingly none of the other issues people have described with those.

Since I got it new, it’s been restart cycling. It will turn on as if it’s booting up, fans and everything, turn off quickly with a little “click”, and then repeat. But this has never been a problem; just something I should mention.

The important stats are as follows (this is a gaming pc i had built by AVADirect in 2018/2019;
CPU: i7-9700k (never overclock)
GPU: 1070ti “Duke” (never overclock and seemingly performs better than it should)
MOBO; TUF Z390 Gaming Plus Wifi
RAM: Ripjaw 2x 8gb (16) (never had an issue with these)
HDD: barracuda 2tb
SDD: 2tb new (wd black brand)

Honestly any further ideas or help at this point would be much appreciated, I have a lot of tests and projects coming up and I really need to “fix” this problem ASAP.
