Question Need help diagnosing and fixing GPU

Hi,
I just bought a used Asus rx5600xt EVO from Ebay. Seller claims it works without issue but im having problems with it:
When all display drivers are removed via DDU in Windows safe mode and the amd drivers are freshly installed it keeps working and is recognized by windows in safe mode but as soon it is rebooted into regular windows it doesnt display anything past the Bootscreen.
In this state windows is still working, just with no video output. (I was able to log in and shut down the pc with win+x -> r -> r)

Any help would be appreciated as otherwise I will have to deal with customer support in hopes of this being resolved.
 
The minimum recommended PSU for this card is 550 W (https://www.techpowerup.com/review/asus-radeon-rx-5600-xt-tuf-evo/32.html). You have 450 W. It should not prevent you to boot to Windows but who knows. Maybe safe mode doesn't require much power but you are too close to the limit when trying to boot to the regular Windows?
I don't think it's preventing the PC from booting as windows seems to be running.
Is it really possible that a low maximum wattage prevents it from posting?

Yes it's true, you can boot (I forgot that you said you could login and reboot), but the graphics card doesn't seem to be working. If there is not enough power delivered to the card during Windows startup it may just not power on while everything else does. The only way to rule that out is to try another (at least 550W) PSU.

In a few days I can try in a system with a 600w PSU
