Need help on what to upgrade to run better games

Yea, I wanted to run starcraft 2, and i was thinking that the graphics card was my problem becasue it's too laggy to play (FPS,Not my internet)

RAM:3.00GB
OS:Windows 7
CPU:AMD Athlon II X2 220 2.8 GHz
GPU:NVIDIA Geforce 6150SE nforce 430

Starcraft 2 (RTS in general) is more demanding on the CPU than most other types of games. So a 4 core CPU would be good. That graphics card could use a lift too. What's your budget?
