Question Need help reducing CPU temperature

Hello!

I built my pc about 3/4 years back with a ryzen 5 3600 and only really used the stock cpu fan and the single stock fan that came with the case, my pc cooonstantly gets dusty and the CPU temp idles at 70 whilst going straight to 95 upon opening a game (the maximum) including alerts when starting pc warning me of my CPU temperature, sometimes my pc would make a sound similar to coil whine when running a demanding game (especially in the summer when my room gets hot)

I feel as if my performance has deteriorated over time, especially during this university year where it would be on for many many hours of the day.

What is the best way to tackle this, i'm planning on buying 3 more fans for general airflow and I assume that would make the case less dusty, but would that help with the CPU temperature?

Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

Replace paste first and make sure cooler is tight.
