Here is the list:

CPU: Intel i3-9100F(₹6,100.00 @ Prime abgab)
Motherboard: ASRock B365M-HDV(₹5,050.00 @ Prime abgb)
Memory:
G.Skill Ripjaws 4 8GB(2 x 4GB) DDR4 2133MHz(₹3,000.00 @ Prime abgb)
Storage:
WD Blue 1TB 7200RPM(₹2,800.00 @ Prime abgb)
Video Card:
ASUS GeForce GT 710 1GB GDDR5 Passive(₹2,700 @ Amazon.in)
Power Supply:
Corsair CX450(₹3,450.00 @ Prime abgb)
Case:
Corsair 100R(₹2,800.00 @ Prime abgb)
Wireless Adapter:
ASUS AC1200 BT 4.2 PCIe(₹4,250.00 @ Amazon.in)
Monitor:
LG 22" IPS 1080p(₹8,000.00 @ Amazon.in)

TOTAL: ₹38,150.00

If Monitor is not needed then it is around 30K...
Both budgets must include monitor? (I'm hovering around 40k just for the tower on the lower spec build, and 70k buys a 1080p gaming machine, although you can connect it to a 4k display if you like)

If they're office PCs, is it safe to say most of the data is stored/accessed from network storage and not on each machine?

Why the Intel 9th Gen requirement?

Are they aware that 8th and 9th gen are basically the same? They're just asking for 9th gen because it's the newest one?

Is there a way to cut ₹15,000+ out of each build to make room for a monitor?....doubt it. Those are already pretty tight builds to meet the requirements. I literally sorted by lowest price and chose halfway decent components nearest the top of the list.

PCPartpicker is probably the easiest way to throw a list together. You're welcome to mess around in there. Not always the best/most accurate on pricing if there's promo codes or whatnot, so make sure to check your preferred e-tailers for promo codes.

They're asking for 802.11ax WiFi, but I highly doubt they have the corresponding routers (especially given the PC budgets they're giving you). Tell them they can always add that functionality later, when it's not such an expensive/premium feature.

Just because someone asks for something at a given budget doesn't mean it's possible. I'd like a brand new Ferrari for $1,000 but that's never going to happen.

I concur on your views ... i did mention that they can add the new techs later but there are some who just go with the said requirements... so you take it or leave it...

Regarding the budget its very tight and i understand it...but i can convince them to stretch upto 5k up not more than that.

P.S. not sure why this forum is not accessible from my desktop .. it states "ip banned".. strange

If Monitor is not needed then it is around 30K which fits the budget. If monitor is needed then need to increase the budget.
