Question Need to consult which one to upgrade

Right now, my rig consist of

Zotac rtx 3070 8gb
Ryzen 3600
Asrock b450 steel legend (only pcie 3)
Deepcool gamax l2 240 AIO
Hyper furry 2x8gb 3200mhz
Msi spatium 450 1tb
Seasonic, 650w gold cert
Monitor AOC 1080p 120hz

Right now
I'm planing to upgrade some of them and they have several pros and cons,

1. Upgrade the procie only
Im planing to upgrade either ryzen 5600x or 5700x, but where i see from youtube. It does have much different in 1080p but in 1440p or 4k not that much. So i could save a budget. Or should i got 7600x with their new motherboard?

2. Upgrade the Mobo
Since im having MSI Spatium and "planing" To upgrade the procie, im planing to buy asrock b550 steel legend. But where i see, PCiE 3 and PCIE 4 doesnt have that much different also, so i could save a budget

3. Upgrade the monitor
Right now, 1080p with 120hz. I usually playing with RT On if the game is able to it. Im fine as long as 60fps. Is the different from 1080p to 1440 or 4k that much on rtx? Also, if im not upgrading my RIG, can i reach stable 60fps in ultra (rtx off) in 1440p? Or should i buy 4k monitor for better investment later on?

4. Upgrade the VGA
Im planing to sell my VGA to my friend and decide to but rtx 3080, but the price from 3080 and 7900xt is close. Should i wait for rtx 4070 or 7800/7700? And if i do this, i should buy 750w psu right?

If im selling my rtx 3070, i could afford 7900xt with new psu, but my rig still the same and so doesthe monitor

I also see sometime my ryzen 3600 bottlenecking my GPU in several game

Or I should invest in monitor with my current rig?

Intel is due to release their locked cpu's and B760 boards January 3rd and AMD is due to release their locked cpu's on January 10th.

A few of the Zen4 B650 boards are going for $200 atm and the locked 7600 should end up selling for $200 if I had to guess. The Intel i5 13400F should sell for about the same and the B760 boards will start around $150.

the only locked AMD cpus were some OEM models, cant find anywhere that non X cpus would be locked now

You are planning on upgrading from a Zen2 cpu that's only 3 years old. So figure you'll keep those upgrades for the next 3 years.

Stick with cheaper DDR4: 3 years from now you dump the whole platform again in favor of DDR5 anyway.
Move to AM5: in 3 years upgrade proc to 9700x(?) and ram to 9800MHz.
Move to Intel: in 3 years dump the whole platform because the 15600x will be different socket.

So what's the upgrade? A little more $$ now and a little less $$ later, or a little less now and a little $$ later. Or go Intel and more $$ now and later.

The higher you move in resolution, the less dependent on the cpu you become. So a 3600 will do just fine for 60 fps at 4k, because it does just fine for 60fps at 1080p, but the 3080 may struggle slightly. On the other hand, games will evolve and only get harder on cpu, so games in 3 years are probably not going to do too well on a 3600, the same way as they struggle now on a 1600.

Decisions, decisions. My philosophy is get the best you can justify spending on, regardless of what it is, because it'll give the best performance for longer before becoming out dated. That's why I invested in a i7-3770k instead of the cheaper i5-3570k, and kept it 3 years after everyone with an i5 had upgraded to the i5-6600k or better.

games will evolve and only get harder on cpu

cpu count usage goes somewhat in line with consoles, as games are made for several platforms...so dont expect any high core usage games anytime soon

well if u were going to wait and upgrade to the rtx 4070 then u would need to get a stronger cpu to meet up with the rtx 4070 and a stronger PSU thats 1000w and over.
