Network Messaging help

Ok for the life of me I cannot remember how to do this. I know there is a way to send a pop up message over a workgroup to a user. EX: server shutting down. And then the message would pop up on the user's computer. Anyone know how to do this?
 
Ok the only computer getting the net send messages I am sending is the one that this company set up at there server.
It's a workgroup with 6 computers and one is the "server" but I set myself up with admin rights on certain folders. Do I need to turn something on so everyone can see the messages cause I set a system wide message and the only one that got it was the server, and even when I send it from the server its the only one that gets the message. Help please 🙂
 
Might only work on Domains and not necessarily workgroups:

You'll need to enable Messenger service on your Server and on your workstations. It helps to have DNS or WINS configured, prefer DNS, so you can use a group name.. otherwise you'll need to know the IP address of the computers in the group.
