Question New build giving solid VGA light

I just put together my new build, however when I boot it up the cpu and dram debug lights flash for a second, and then I get a solid white vga light and a green boot light. I get no display signal at all and can't get into the bios. I've removed my gpu for the time being and plugged directly into my mobo display port and I still get the same light. Also, sometimes when I boot, the fans will stop and start several times before becoming stable. I've also re-done all my power connections, reseated my ram in both slot channels, and reset my cmos battery. I suspected my psu doesnt have enough power but it was enough for my previous similar build which was using the same gpu. Maybe Im wrong though, Im not a hardware expert, I figured I should ask people smarter than me before spending more money on parts. My build:

Asus prime z390-a mobo
16gb ddr4 3000mhz memory
1tb samsung ssd
500w psu
gigabyte rx 480 gpu
