Is this a good cheap build? I'm planning on building it but I need your input.

Would this be able to play League Of Legends Maxed out with 60 and up performance?
I usually have 30-40 even 20 fps when playing maxed out, and I'm sick of it.
If you could change some parts to make it cheaper and lose only a minimal
amount of performance, please do so. Oh, but don't change the graphics card, I like it .
I'm a first time builder and use Newegg.ca. Not Newegg.com.

Generally I don't want anything over 600, maybe 50 bucks over at max, sadly newegg has to make shipping and GST/HST SO EXPENSIVE. This rig is 585.93 bucks, but with shipping and GST/HST its effing 711.12 bucks -,-.
And I'm not a crazy hardcore gamer so resolution doesn't matter to me much.
My budget was 800-1000, but I was forced to bring it down to 600-700 =,=, so pissed.
And my monitor size is 1440X900
