Hey yall quick question here, i have a gtx 1060 in my pc atm, and i have a gtx 760 that is just laying around. Mind you i only have a 550W power supply, do you think i could also plug in the 760 to use it to encode my streams so i dont lose performance?

With a 550W power supply you'd be just barely within the requirements of having two GPUs. You could use a 760 yes, but if your 550W power supply isn't a quality unit I wouldn't risk it. What model is your power supply?

The whole point of having a hardware encoder is that it has minimal impact on performance. Given that the encoder int the 1060 is much newer than on the 760 (NVENC 4th gen compared to 1st gen), I'd say you're better off using that.
