Question new pc build throttling wifi

i built a new pc 2 days ago and everything was fine till i tried to download a game and it was taking forever so i ran speedtest.net and and im getting 16mbs and than ran it on my phone and got 250mbs which is my plan i have all drivers installed and up to date im using windows 10 64bit
PLEASE HELP

rog strix x570 F motherboard
sebrent 1tb m.2 gen4
samsung evo 2tb ssd
rog thor psu
rog ryujin 360 aio

its the new wifi 6 but im using the realtek pcie 2.5gbE family controller Ethernet and ive tried the Intel gigabit port with the same result. ive done hours of research and a site suggested turning off asus game first and i set my download to extreme and my speedtest corrected itself to maximum 250mbs but trying to download anything is still stuck at 2.10gbs why is that?
