Question New PC fails to start up, any suggestions much appreciated

Hey guys,

Just built a PC from brand new components and it fails to boot up. Here is what I experience:

PC powers on, CPU fan boosts, CPU fan throttles, CPU fan boosts, CPU fan throttles, repeats this process a few times, then PC powers off, then PC restarts and this repeats indefinitely. No output trough HDMI neither fron GPU nor MB so I guess problem starts sooner. If I pull out the CPU power cable from the motherboard, the PC powers on and the loop doesn't occur - of course no signal, just all the fans running.

Strongly suspect CPU or MB problem.

ZOTAC ZT-P10610A-10L GeForce GTX 1060 3GB GDDR5 PCIE

Are all of the pins in the socket good? Could have some issues if there are bent pins. With the CPU installed, try booting it without RAM to see if it does the same thing and then try it with just a single stick of RAM.
