I downloaded a new program and now when I go to the start menu it says "new
program installed" all the time. I can't get it to go away no matter what I
try. The only thing that works is deleting the new program, but that of
course defeats the purpose.

To take the notification away, go to START, CONTROL
PANEL, TASKBAR AND START MENU.
That will open a window labeled "Task Bar and Start Menu
Properties", then click on the START MENU tab, and the
CUSTOMIZE button, in the new window that opens click on
the ADVANCED tab, uncheck the box that says "Highlight
newly installed programs"
That should do it.

First, you didn't "download" a new program. You INSTALLED a new program.

Second, you have got to become familiar with the options of your operating
system. Almost everything, including the highlighting of new programs (which
is meant as a convenience for new, inexperienced users) can be toggled on or
off.

Right click on the task bar and go to properties. Look at the various
options. Click on more buttons. I could tell you exactly where the correct
box is, but you will learn much more finding it on your own. I have given
you the starting point!
