New PS, old mobo, no luck

I have an older pc with an Abit KR7A-RAID mobo. The system was working fine except for a noisy PS fan. I bought a cheapo Rosewill ATX PS but couldn't get the system to power up. I assumed that the PS must be bad so I bought another one (Sparkle) and am seeing the same problem. The system still works with the original noisy PS but neither of the new ones. What am I missing?

My first thought would be to check the 110/220 voltage switch on the back of the PSU. 110 for North America 220 for UK & Europe. What is the Wattage of your original PSU and your new one?
