A friend doesn't have a profile here so I am asking on behalf of him.
He wants to get a new video card and he is considering the Asus Rog Strix Vega 64.
His components are:
RAM - 2x8gb 3000mhz
CPU - Ryzen 5 2600x stock
2 HDD 7200rpm
PSU - System power 9 600W

Can the PSU handle the Vega 64 at stock, and if yes will be there room for undervolt overclocking.
His other choice is the RTX 2060 because it is 400$ - the same price as the Asus Rog Strix Vega 64.

That's an OKAY-ish PSU from BE Quiet. It's bronze certified, but it is still a decent quality power supply unit (entry-level). That's a multi-rail power unit though. Should work on either of those 2 GPUs, but for VEGA64, I would say grab a slightly higher Wattage unit, to be on the safer side.

Btw, AMD actually recommends a min 750 Watts high quality PSU, for any Vega 64 RIG, which is slightly exaggerating (but there must be some reason behind this)..Vega can draw a lot of power. But a good 650W PSU would still be fine.

The thing is that he can't afford a new PSU
 
If you want a comparison for power requirements, I'm running a 450W Corsair SF450 in my Ryzen build. 2700X at stock, 16GB 3200, few SSDs, and EVGA RTX 2060 XC GAMING. No issues for power here. I would think a decent quality PSU rated at 600W should handle a Vega 64.

I have a Radeon VII which demands even more power than a Vega 64 with a 4GHz 1700 running from a 650W Super Flower unit with no problems.
I don't know if I would trust a be quiet psu however...
If it can indeed deliver the promised 600w then you should have no problems.

BE QUIET is one of the best PSU manufactures/supplies. They mostly make sell quality units, and you can easily trust them. They are based in GERMANY. Only some of their older PSU models like "Power Zone, Pure Power L9, Straight Power E9, Pure Power L" were of average quality, and they were lower TIER units. These were based on an older platform.

But the above mentioned models have already reached the EOL status, and they are being discontinued from production as well.

Be quiet! does not make PSUs though, they only resell them.
I checked and it seems that most of their units are made by FSP (decent), some of their units were SeaSonic (great) and some units were HEC (trash).

The System Power units seem to be FSP so running a Vega 64 should not be an issue.

So its not a good idea to try the V64 on that System Power 9 600W. So it leads him to the RTX 2060

It should work fine on that PSU. That's a multi-rail PSU. First +12V1 is rated for 28 AMP, and the second is rated for 22 AMP. The max combined power is 576 Watts, which gives us 48 amps on the +12V rail, if I'm not mistaken. Should work fine on the VEGA.
