[SOLVED] New RTX 2080 Super seriously under-performing?

Hi - desperate for some advice on this. Been scratching my head down to bone, tweaking and tuning with no results.

Just replaced a 2060 RTX (non super) with a beastly MSI 2080 RTX super x trio and... well, it's really not smashing the 60fps mark as I'd hoped at 1440p on ultra settings.

Shadow of the Tomb Raider hovers around 65-68 fps.
Total Warhammer 2 = 55 fps
Battlefield V = 57 fps
Hitman 2 = 70-80 fps
Deus Ex MD = 72 fps
Apex Legends (144! But not a taxing game)

And Red Dead Redemption 2, which I really had my fingers crossed to get it over the 60 fps line at close to ultra settings, barely scratches 45 fps.

Don't get me wrong, those scores aren't horrible, but my new card should eat AAA games for breakfast at 1440p at highest settings, according to most benchmarks out there. Anyone agree this doesn't look like it's firing on all pistons? Could it be the CPU? RAM?

Spec:
QHD 1440p 144hz monitor
Processor (CPU) AMD Ryzen 7 2700X Eight Core CPU (3.7GHz-4.35GHz/20MB CACHE/AM4)
Motherboard Gigabyte B450 AORUS ELITE: DDR4, USB 3.1 - RGB Ready
Memory (RAM) 16GB Corsair VENGEANCE DDR4 2400MHz (2 x 8GB) Upgrading to 3000mhz tonight

Looks good so far.
Only issue is with your 970 evo plus. It seems, it is operating in PCIE x2 mode.
It's possible, you have installed it in x2 mode limited M.2 slot.
You have to install it in M2A_SOCKET (upper M.2 slot, covered by heatsink) . Check user manual of your motherboard.

Silly question, did you re-install the graphics drivers?

Could always use DDU to make doubly sure, but simply checking the fresh install option in the Nvidia setup would probably be enough.

Simple to test the CPU/RAM as a cause, reduce graphics settings or resolution. If the FPS stays the same, and you see a CPU core running at 100%, that could very well be it. Problem with a lot of GPU benchmarks is they will run them on a platform to eliminate bottlenecks, so they can't always be trusted to get an accurate FPS for your setup.

Battlefield titles are my usual go to ballpark. Not always right, but true enough. This shows an average FPS of 82 with a 2700x and RTX2080Ti at 1080p, closer to your figure at 1440p (79). So might be just right. Even a 9900k didn't break 100FPS average.

A bit older review, but coupled with your slow memory speed, that could certainly be doing it.

My suggestion would be to drop shadow settings a tiny bit, maybe some lighting and see if it does any better. And certainly try to get as much out of that memory as possible, try for a 3200Mhz kit if you can.

Thanks for the response. Took your advice and did a clean install with DDU. NO noticeable difference.

The 3000mhz ram I installed tonight has added a few more fps to somne games, nothing significant (but I'll take it, lol.) I tried two pairs of 3200mhz over the weekend and both caused crashes and instability. These have taken so I'll stick with them for a while.

Monitoring CPU on Afterburner etc; really don't think that's causing the problem.

Battlefield V is giving me around 62fps with all settinsg cranked plus DX12, DXR DLSS on. Not amazing, but respectable. Still, really would have expected more from a 2080 Super??

What about not having all settings cranked? The idea here is to test if it is the rest of the system or the GPU causing the issue. Can you get more FPS out of Battlefield 5 at all? Match the settings from that review? They didn't have a 2080 Super in their line-up and probably using an older driver, but it should come somewhat close.

Make and model of PSU?
Do you have latest BIOS, chipset drivers, windows updates?
How are the temps of CPU and GPU idle and while gaming?
Can you run a UserBenchmark and post the results?

I haven't done the BIOS although I'm confident it's the same it shipped with and is probably out of date (F2?) Temps seem standard - GPU tops 64c, CPU 50c when gaming
UserBenchmark's reports:
Under Load BFV
UserBenchmarks: Game 93%, Desk 89%, Work 81%

Tested with BFV
DX11, ultra settings 1440p = 64 avgFPS
DX12, DXR DLSS on, ultra settings, 1440p = 74avgFPS

That's a good 30ish FPS below the DX11 2080 rtx in that test. Crazy, right?

You need to post the actual link to the userbench results... can't infer much from the above.

After bios update and complete windows refresh - user benchmark on idle
UserBenchmarks: Game 114%, Desk 107%, Work 100%
CPU: AMD Ryzen 7 2700X - 80.9%
GPU: Nvidia RTX 2080S (Super) - 135.1%
SSD: Adata SU800NS38 256GB - 102%
SSD: Samsung 970 Evo Plus NVMe PCIe M.2 1TB - 236.2%
HDD: Seagate Barracuda 2TB (2018) - 124.2%
RAM: G.SKILL Trident Z RGB DDR4 3000 C16 2x8GB - 98.7%
MBD: Gigabyte Aorus B450

Shadow of the Tomb Raider benchmark, I get 96fps which compared to Eurogamer's test result of 97 fps is veryy encouraging.
(Eurogamer: Core i7 8700K 4.7GHz. two 8GB 3400MHz | Shadow of The Tomb Raider: DX12, Highest, TAA, No ray trace shadows, Shadows High)

A Hitman 2 Benchmark gives me 96 fps compared to this benchmark's 92.

So, looking better/standard right?
