[SOLVED] New Z390 not working

Hello, me and my friend was upgrading his old computer with a new motherboard, cpu (with cooler) and RAM.

Specs:
Corsair RM850i

MSI MPG Z390 GAMING PRO CARBON

Intel Core i7-9700K with Corsair Hydro H100i PRO cooler

HyperX Fury DDR4 3200MHz 32GB

MSI GeForce GTX 1070 Armor OC

The problem started after swapping all the parts, the computer turns on (after a 3 second delay). it wont give the screen any signal, and the keyboard and mouse wont get any power. the cooler and gpu fans spin, and there is lights on the motherboard, but there is nothing else happening. i can also hear the water running inside the radiator. so the pumps working. anyone got any idea why there is nothing happening?

NOTE: we tried swapping to the old processor, just to see if that would work with the new motherboard
(Intel Core i7-6700K skylake)
it didnt do anything.

So we removed one of the DIMMs, and we now got power to the keyboard and mouse. The display is also getting signal, and we can now Get into the bios. If we try to boot windows it freezes. Should the bios be updated?
