Discussion No Aspect Ratio scaling in Windows 10 anymore?

Since I upgraded from windows 7 to 10 and I am having only stretched resolution, custom resolutions, no scaling, force gpu scaling, every setting in windows and nvidia control panels, and even in games is forced to stretch any resolution and I can't find a solution anywhere I have tried everything.... what is this? I can't have a 21:9 resolution displayed with black bars on 16:9 or 16:10 monitors anymore

NVIDIA Control Panel scaling is completey ignored by windows it actually doesn't apply the selected settings from there at all. Not only in games but desktop too..
