In just rasterization the 7900xt is faster with the 7900gre and 4070S trading blows with the gre taking a slight lead depending on the title. With ray tracing the 4070S gains ground. Price wise the 7900xt is $100-150 more than the gre and super.
GN has a good review that includes all 3 cards.

i said the 4070 because he was using qhd, but i mentioned that the amd equivelent had better preformance.

If it's in your budget then I'd say its between the 4070ti and the 7900xt. If you want to play with Ray tracing get the 4070 Ti, if you just want the most FPS out of most titles then get the 7900xt.

Also make sure your PSU is up to the task of powering these cards.

my psu is Thermaltake paris 650
 
You thinking about upgrading monitor to 2K. What refresh rate? Go with Nvidia, less problems with drivers. RTX4070 or save some more money and get RTX 4080 so you can even go with 4K later.
 
5600 x with 16 gb ram 2400
The slow ram is likely going to cost you some FPS.
850 is recomended but 750 is also good, just be careful about oc it

I was also advised to get the 5900x + 16 or 32 GB 3200mhz of RAM... the problem is that with an end-of-life socket I can't afford that expense

For gaming with your current platform the 5800X3d would be a better option. You'd also want to get some ddr4 3600 with it as 2400 would just hamstring it.
You don't have to do it all at once. Get the gpu upgrade then later on look at a cpu and ram upgrade and possible just upgrade the platform(cpu, motherboard and ram). To squeeze more FPS from the gpu upgrade.
