O/C P4 2.4B Voltages?

My system is as followes:
P4 2.4B with supplied Intel cooling fan and heatsink
Gigabyte GA-SINXP1394 (SiS 655 Chipset)
Dual channel 2x512MB PC3200 Kingston RAM
Antec True 480 Power supply

I want to overclock to at least 3GHZ if not more and have a few questions.

1) If I inrease the CPU clock to say 167 Mhz, do I need to increase the Vcore at all or leave it at the normal 1.618V?

2) What should I do to my DRAM clock? When CPU clock is at 167 DRAM is at 400, is this OK?

3) As for cooling, what kind of heatsink/fan should I get to ensure my CPU will stay cool enough, or is the Intel one good enough? I do not want to go to a water-cooled system.

Any suggestions as to what clock settings and voltages I should use would be very helpful. I want to make it as fast as possible safely on a air-cooled system. Thanks for your help guys.

1.65v seems to be a safe voltage, but I'm not sure your CPU will go to 3.0GHz, some will, many won't.
