Question Odd behaviour of case fans when booting PC ?

Hi there , so i recently built my first pc which was transfered to my old case which is a cooler master 430 black, it has intake and one exhaust fan , but I noticed one thing, everytime I press the power button of the case , the fans turn on with the lights as well, but after spinning a bit they go off for 1 or 2 seconds , then I hear the beep sound from the speaker , bios logo appear, then windows logo and the fans stop again for a second and then it's all normal as expected , so I'm wondering what's going on ? Is this normal or what?

My system;
Gigabyte aorus elite b550m
Xpg white with rgb 2x8 3200 ram
Ryzen 5600x stock settings using cooler master hyper black 212
Gtx 980
1 500 gb ssd
1 1tb hdd
Evga 500 white plus 80
 
You're actually underpowered with that PSU for that system with a GTX980 in there. You'd ideally need a reliably built 650W PSU for that system. Might want to also scope out the BIOS version you're on right now.
My bios is f11d, yeah but i have my gpu on power limit of 75 with msi afterburner, i will eventually change psu but i wanna know what's going on here for now
