Question online games seem to make my core i5 7600k a bottleneck for my system even though i got a rx480

I've ran anti virus, anti malware and nothing has fixed it.
its only happened very recently and i don't know what the problem is.
my CPU is only at 60-70*c but every only game destiny 2 and rainbow six siege both have terrible performance.
i used to be able to run rainbow six siege at over 144 before this happened.
but now it barely does 60. what can i do to fix this issue?
nothing in my hardware has changed.

my monitor is on 144hz and this only happened recently.
game dvr is off
and it isnt like staying at 60 its dropping frequently to 10fps and not staying stable

Try using a monitoring tool like Fraps, MSI Afterburner or NZXT CAM to monitor your cpu and gpu clock speed, as well as gpu and main system ram usage. It might give a better indication of what's going on.
